Articles Of Incorporation For WSU's Schools of Medicine and Education

This was a request to try to locate the letters of incorporation for Wayne State's School of Education and School of Medicine. It's a reaction to the FOIA request that retired WSU professor William Sosnowsky. Despite *much* searching this was not a fruitful search.

Hello -

I believe that I've come to the very end of sources to try to find the letters of incorporation for Wayne State University's School of Education and School of Medicine.

Bottom line:
After a truly exhaustive search, I have not found these at all.

I'm appending all of the sources that I looked in - pored through.

As well as noting the further institutions that I requested the materials from.

Thank you to Kathy for the good help in ferreting out several of the sources also.

Erik, I know that you had requested an estimation of time spent on this request.
I'd say - several hours - though it's difficult to say precisely.
This is because my research was interrupted, as is only natural - by meetings, people stopping by my office with immediate needs, ends-of-work-days, etc.
That being said I'd estimate six to seven hours spent on this.

I'm happy to talk further on this, answer questions, etc.

Hello Kristen and Kathy:

Thanks for bringing this matter to my attention. I have appended below my message to Shawn Wright’s office. I copied the Dean and Associate Dean on that message.

Shawn did call me and agreed that we should hold off on any work concerning this request. Although Sosnowski is welcome to come to the reading room and request any materials we may have, we can’t respond directly to this now that he has made it a FOIA request

As an FYI, here is the WSU FOIA page:

This last document indicates the many different responses available to our FOIA coordinator. Although Sosnowski requested a fee waiver, the institution is under no obligation to grant it. This can be the trump card for the University as we can charge them for any staff research time involved to produce the documents.

Shawn said that he had already been talking to the WSU general counsel about this and would get back to me next week. If they decide to proceed, the next step would be for us to calculate the likely fees involved (which would probably mean we’d have to estimate who would work on it and how long it might take).

But again, he said we shouldn’t do anything at this point. You were right to bring it to my attention, and we have now informed him.

FOIA requests were routinely received at Michigan Tech, but only a few actually got pushed over to me as university archivist.

P.S. I’m also copying Alison on this message so that she is aware – and can be ready to work on this if we are directed to do so by Shawn. Could be good information to source anyway for the Sesquicentennial, eh?

Hello Shawn:

It appears that staff here at the Reuther Library were copied on a Freedom of Information Act request from W.P. Sosnowski. I’ve attached a scan of the materials which were faxed to Kristen Chinery and Kathleen Schmeling in our building.

I don’t believe the Reuther Library has been involved in a FOIA request in the nearly 3 years that I’ve been here, but at previous institutions it has always been policy to have the campus FOIA coordinator coordinate the response.

I will await further direction from you or your office on this matter and will instruct our staff to delay action until we hear from you.
